However, we need to pump the brakes a little and look at the pitfalls, because the road to a clean orbit is paved with technical and regulatory speed bumps. One major stumbling block I keep returning to is the "non-cooperative" aspect of the targets; these things weren't built to be captured by a robotic arm or netted. We are building systems that require immense trust, yet the failure modes are catastrophic and difficult to test exhaustively in a real-world orbital environment before deployment. It requires an almost philosophical agreement on acceptable risk levels, which, given the geopolitical sensitivities around any technology capable of close-proximity space maneuvering, is something we haven't settled on yet.
